He was unemployed, and clean shaven.

M.Kohli was lately employed as Station Master in the Shanghai Nanking Railway. He has been under suspicion for some time, and was undoubtedly a member of the seditious party. H was at one time, under Police surveillance, end is now said to have gone to Manila or Japan.

I beg to refer you to my previous report of Harch lat

1913. It will be seen that the number of leaders of the

seditious movement who have been unable to work in Shanghai

practically unmolested is considerable. At present we are powerless to cope with this danger under existing laws, and unless something is done to give wider scope to our powers to deal with Indians suspected of sedition, it is impossible for us

to assist the Indian Goverment as we should.

I suggest that this is an urgent matter which should be

gone into by the authorities without delay.

Previous Report of March 1st refers to shooting affray

in Ferozepore on November 27th 1914, when two police officers

were shot. In this affair 12 men were included who were all

well known to the Police in Shanghai.

Most of them have been

hanged.
